Jesse's Neighbour lives in the penthouse and is either: a personal trainer that trains various athletes and models and stuff; or a former Jacksonville Jaguar that has dreams of becoming an actor.
Jesse's Neighbour rose to fame when he threw a keg at powerlines during a Cinco de Mayo celebration; an unrelated power outage had occurred before the projectile was released.. Although the Neighbour did not cause the blackout, the residents in area blamed him for it. It is believed that the Neighbour threw the keg in retaliation toward the power company for ruining his party.
The Black Guy is known to be on steroids. He has been described as having "muscles on muscles". His excessive use of steroids has resulted in the side effect of passers-by gaining muscle mass just by being near him.
The Black Guy is one of the prime suspects suspected of being the Bubblegum Bandit.
